Development project set for review

A Planned Development Project for a 336-unit complex in Cape Coral will go before a hearing examiner Tuesday.

Cape 84 Acres, owned by Rhode Island-based MSI Holdings, requests approval to build a 236-unit single- and multi-family development with 78 buildings in three phases on the 84.7-acre parcel east of Veterans Parkway next to Sandoval near Surfside Boulevard. Most properties would surround two large lakes.

The project also is proposed to include 777 parking stalls and a recreation area for residents. The area is currently zoned agricultural, with a future land use designation of mixed-use preserve.

According to traffic studies, the project will add some 2,862 daily trips on city roads per day.

According to the notes pertaining to the development, the developers are requesting several deviations.

MSI asks for a sun shelter or gazebo to be placed over the lakes, slopes on properties near the water instead of seawalls along the lake edges; one canopy tree per 1,500 feet of gross land area instead of 1,000; no foundation landscaping along the shoreline, and no Type A buffer between single and multi-family areas as less than a third of it can be planted because of the lake. They also request deviations for cross and dead-end streets.

Staff has recommended approval for all deviations.

In a presentation to the HEX, positive attributes of the project include frontage to a major road and that the planned project is surrounded by single and multi-family homes. It is also a redevelopment of an old borrow pit site that ended operations several years ago, which offsets deviations that reduce landscaping requirements, even though there will be enhanced landscaping throughout other areas.

Staff and the landowners will have 30 minutes each to present their cases. Anybody in support or opposition to the development will have 5-minutes to make their case.

The meeting will begin at 9 a.m. in Council Chambers at City Hall, 1015 Cultural Park Blvd.
